Pat Harte

Founder & Group Managing Director

As the founder and Group Managing Director, Pat has been instrumental in the strategic growth and development of Harte Group.
More than 20 years of industry leadership and construction experience have fuelled Pat’s drive and passion for success and inspire him to lead from the front embedding a positive and robust culture across a thriving and skilled team.
Pat holds a Bachelor of Engineering from Galway-Mayo Institute of Technology.

Michael Mongan

Director & General Manager – Harte Civil Engineering

Michael joined Harte Group as Director for the Civil Engineering business in 2024 and has been instrumental in advancing the business’ growth strategy. In his role, he is responsible for setting and executing the strategic direction, driving operational excellence, and ensuring long-term success. Michael has played a key role in developing and implementing a policy framework that strengthens governance and operational efficiency.
Michael’s financial expertise ensures that Harte Civil Engineering maintains strong financial health and meets its growth objectives. He also oversees financial reporting to the Board, ensuring transparency and accountability throughout the organisation.
Michael holds a Bachelor of Civil Engineering (Hons) from University College Dublin and a master’s degree in business from the Smurfit Business School (University College Dublin). Michael is also a member of Engineers Ireland.

Aine Farrelly

Non-Executive Director – Harte Group

Aine joined the Board of Harte Group in 2024. As Non-Executive Director, Aine works with the team to ensure the business remains on track to achieve its strategic objectives and provides independent oversight and constructive challenge.
Aine is a Chartered Accountant and Finance Director with over 20 years of industry experience.

Oliver Scott

Operations Director – Harte Civil Engineering

Oliver joined Harte Civil Engineers in 2025 and oversees both the strategic direction and day-to-day operations of the business. He has extensive experience of leading a wide variety of differing civil, marine, water and wastewater treatment, public realm, roads and building projects taking them from pre-qualification stage, tender stage, construction stage and through to the settlement of final accounts. Oliver also has extensive experience of both client designed and contractor designed projects.
Oliver has a proven record of building strong professional teams and promoting collaborative relationships with Clients and joint venture partners.
With over 25 years’ experience in the construction industry, Oliver has held senior positions with Tier 1 Contractors prior to joining Harte Civil Engineering.
Oliver holds a Diploma in Civil Engineering from Dublin Institute of Technology and is an Associate Engineer with Engineers Ireland.

David Higgins

Commercial Director (UK) – Harte Civil Engineering

David was appointed UK Commercial Director in 2025, following a rapid progression through senior roles since joining Harte Civil Engineering in 2022. His strategic leadership has been central to the company’s commercial success.
In his role, David is responsible for driving commercial performance, strengthening client relationships, and leading strategic growth across Harte Civil Engineering UK operations. He brings a disciplined, detail-oriented approach to contract negotiation, financial oversight, and commercial governance, under both traditional and design-and-build frameworks.
David holds a Master of Civil Engineering (Hons) from the University of Dundee and a Postgraduate Certificate in Construction Law from the University of Strathclyde. With over 18 years of international experience, he has delivered major civil and structural engineering projects across Ireland and the UK.
A strategic thinker and collaborative leader, David plays an active role in shaping team culture and mentoring emerging talent. His ability to align commercial objectives with operational delivery ensures Harte Civil Engineering continues to deliver high-quality infrastructure solutions with integrity and professionalism.

Peter Duignan

Financial Controller – Harte Group

Peter joined Harte Group as Financial Controller in 2022. He brings extensive executive experience in infrastructure, industrial, and consumer markets. A Fellow of the Association of Chartered Certified Accountants with over 25 years’ experience in Audit and oversight of business financials, Peter monitors the financial integrity and safeguarding of the businesses across Harte Group.

John Tully

Precontracts Director – Harte Civil Engineering

John joined Harte Civil Engineering as Commercial Director in 2019 and is a result driven professional with excellent commercial awareness and business acumen. John has a wealth of experience in commercial and project management and has a proven record of contributing at senior management level with the ability to influence and engage others to deliver projects on time and within budget.
More recently, John has taken on the role of Precontracts Director where he is overseas the new business opportunities from tender development through to contract negotiation and award.
John holds a BSc in Project Management and Construction Economics from Technological University Dublin.
