Pat Harte (BSc)

Patrick is the sole founder and managing director of the Harte Civil Engineering group for both Ireland and the United Kingdom (UK). Upon completing a degree in civil engineering from GMIT, Patrick established Harte Civil Engineering, initially in his local area, before expanding to the rest of the country. In 2011 Patrick expanded the business to the UK market amidst the global downturn. This ensured that the business was already established and well-positioned in the UK to capitalise on the recovery in the construction sector. Patrick has strong leadership skills which have allowed him to develop the company from humble beginnings, and an acute commercial sense, evident in the progressive growth of the company. Under Patrick’s leadership, the company has consistently delivered on complex civil engineering and construction projects. Patrick believes that strong relationships and clear, concise communication both with the customer and within the company helps them continue to deliver projects successfully and meet the challenges of tomorrow. The company’s success has been achieved by finding and promoting an exceptional team, each of whom brings a wealth of experience and a passion for engineering that embodies the company’s culture to propel it forward through all economic climates.

John Tully (BSc)

John joined Harte Civil Engineering as Commercial Director in 2020 and is a results driven professional with excellent commercial awareness and business acumen. Wealth of experience gained in commercial and project management. Proven contribution at senior management level with the ability to influence, drive and engage others to deliver projects on time and within budget.

Having previously worked with Wills Bros Ltd in the role of Commercial Manager he has extensive experience in the groundworks and civil engineering industry. He has successfully delivered several major road schemes in the UK and Ireland with an emphasis on delivering to contract parameters.

John’s pragmatic approach to expanding the company’s profile and shaping business strategies has ensured the continued growth of the business

Stephen Salvin (BSc)

Stephen is a Operations Director with HARTE Civil Engineering and has over 25 years’ experience working in a contracting background. He has been involved in the successful completion of various infrastructure projects for both local authorities and private industry. Disciplines include highways and bridges, commercial/ industrial developments, and landfills. He has extensive experience in site supervision on Design & Build and Traditional Contracts. He adapts well into different stages of an infrastructure scheme and plays a key role in delivering projects to meet the client’s requirements and project specifications. Since graduating from Bircham Newton Kings Lynn in 1998, Stephen worked with Carillion Regional Civils until 2001 gaining valuable experience on a range of different projects from Nuclear Power Stations to Infrastructure and Motorway Construction. He subsequently moved to Ireland where he joined Roadbridge, working on Infrastructure schemes in Ireland, the UK and Poland and the Middle East. Stephen is an effective communicator with excellent interpersonal skills enabling clear delegation of duties to his staff and multidisciplinary labour team in a non-adversarial manner.

David Higgins (MEng, PGCert)

David Higgins is the UK’s Contract’s Manager for Harte Civil Engineering since joining the company in March 2022.

David graduated from the University of Dundee in 2011 with a Master of Engineering (Hons) in Civil Engineering Design & Management and subsequently completed a postgraduate certificate in Construction Law in 2013 with the University of Strathclyde.

David is hardworking and technically astute, with 16 years international experience in the construction management of major civil and structural engineering projects in a variety of sectors for both Public and Private clients in Ireland, United Kingdom and EU market. He is experienced in design development, contract documentation and administration under D&B and traditional methods of procurement.

David applies meticulous attention to detail, while offering a collaborative approach to teamwork and a disciplined work ethic to ensure high quality and standards to ensure work is completed to a professional level.

David’s strategic thinking, leadership coaching skills and collaborative approach ensures that all project objectives are achieved. He is responsible for the overall delivery of operations in the UK.

Peter Duignan (FCCA)

A Fellow of the Association of Chartered Certified Accountants with over 20 years’ experience in Audit & oversight of the Finance Function in the Construction Industry.

Peter has vast experience in dealing extensively with all Stakeholders to the Business. Ensures & monitors the financial integrity and safeguarding of the assets of the organisation through regular review of internal and external auditing of financial processes. Prepares & Responsible for all Management & Financial Reports including relevant KPI’s in a timely manner for both internal & external Stakeholders.

Ensures total compliance on statutory requirements & obligations with all Statutory Bodies. Responsible for managing relationships with all Financial Stakeholders to the Business. Highly motivated with a strategic outlook.

Paul Naughton

UK Contracts Manager Learn More

Paul is a Contracts Manager with Harte Civil Engineering and has over 25 years and a vast amount of experience in civil engineering project management in the roads and manufacturing of Asphalt, Rail, Tunnel Fit-Outs, Marine and Utility Sectors. He has experience on many nationally important infrastructural schemes in both Ireland and the UK.
Paul works on ECI project with clients to understand the requirements and ability to work with clients design team to develop works scope and commercial reviews to develop clients expectations and for quality cost and programme.
